1. Presentation of’ Gary Dunham’ Memorial Scholarship Funds to Sarah Tanner & Ty Marrow B. Agenda Items:
Gary Dunham served as the Assistant City Manager and Purchasing Agent for the City of Grove for seventeen years, 1986-2003. He passed away on April17, 2007. In April, 2010, Mrs. Dunham established the Gary Dunham Memorial Scholarship Fund to assist high school graduates with the costs of furthering their education. Funds are raised each year during the Gary Dunham Memorial Scholarship Golf Tournament at Patricia Island. The scholarship funds are designated to go to students whose parents are paid employees of the City of Grove. Normally the scholarships are presented to the students at the High School Awards Ceremony in early May. This year, the deadline was extended passed the Awards Ceremony date, and will be awarded by the Mayor during a Council meeting. This year’s recipients of a $1,000.00 scholarship are: Sarah Tanner, daughter of Rick Tanner, Street Department Superintendent, and Ty Morrow, son of Detective John Morrow, Police Department.

4. Discussion And I Or Action With Respect to Approval of a Request from the Grove Chamber of Commerce to Amend their Contract for Services. Evidently the Grove Chamber wants the City of Grove to continue paying their rent at the GLA Visitors center, and thought they had an arrangement with the GLA to include the +$10,000 per year in the GLA’s funding request. New City Manager Bill Keefer wantS an ammended contract with the chamber, with the city paying rent to be explicit in the agreement. The new agreement will come back to city council later this month.

5. Discussion And I Or Action With Respect to Approval of the Following Hazard Mitigation Grant Applications to the Oklahoma Department of Emergency Management for the replacement of warning Sirens:
A. Phase I for Siren Replacement at 104th Street and Highway 59; 80th Street and Highway 59; and at Patricia Island.
B. Phase II for Siren Replacement at 46th Street and Highway 59; 11th Street and Main Street;
C. Phase III for Siren Replacement at 7th Street School Barn; Quail Run Road and Harber Road; and at Buffalo Shores South.
D. Phase IV for Siren Replacement at 13th Street and Shundi Road; at the Grove Street Fire Station; and the relocation of siren from 4th and Dawn Street to the Municipal Airport.
All projects were approved for funding requests.
6. Discussion And I Or Action with Respect to Approval of the Purchase of a Bobcat For the Building and Grounds Department Through the Oklahoma State Contract. . Approved for acceptance of Bobcat S570 Skid Loader per Oklahoma State contract SW190 in the amount of $28,647.36
7. Discussion And I Or Action With Respect to Approval of a Resolution Accepting Grant Funds From the Federal Aviation Administration for the Taxiway B and West Apron Project & other improvements at the Municipal Airport.
The Council’s review and consideration is a Resolution accepting Grant Funds from the FAA for grant administration and engineering design services for Taxiway Band the West Apron project at the Municipal Airport. The grant is in the amount of $158,130 with a local match of $17,570 (1 0 % ). The local match funds were provided for in the 2013/14 Budget along with the match for construction. The match for the construction portion of this project will also be a 90 % grant with a 10 % match with the local match being split between the State and the City of Grove.
The following discussion regarding the airport may be of interest. Airport manager Lisa Jewett give council update on the $1,000,000 airport terminal she has underway. Grove’s cost would be $500,000 which let local citizen Bill Miller to question whether a 4000 square foot terminal is the best use of taxpayer money.

Following this discussion, Mr Miller and City manager Bill Keefer had an interesting exchange that may be of interest, where Keefer indicated establishing priorities for city expenditures is one of his priorities.
8. Discussion And I Or Action With Respect to Approval of the Following Resolutions Authorizing the Submittal of Applications for a Rural Economic Action Plan Grants Through Grand Gateway Economic Development Association.
A. Grant Application for the CNG Station.
Each year Grand Gateway Economic Development Association provides an opportunity to the City of Grove to submit an application requesting funding through the REAP grant.
This year’s application will be submitted requesting $50,000.00 to assist with the cost of equipment, engineering and construction of a Compressed Natural Gas (CNG) Fueling Station. A Resolution authorizing submitting an application for financial assistance is part oft he grant requirements.
B. Grant Application for Fire Department Radios.
9. Discussion And I Or Action With Respect to Approval of an Engineering Services Agreement with Rose & McCrary for the City of Grove’s Portion of the Compressed Natural Gas Station.
10. Discussion And I Or Action with Respect to Approval of a Trail Design, Bidding and Construction Phases Service Agreement with LandPlan Consultants, Inc. for the Wolf Creek Park to Grove Springs Park Trail.
The Department of Tourism recently awarded the City of Grove $160,000 in grant funding for the construction of a multi-purpose trail. The trail connects Wolf Creek Park to Grove Springs Park. In addition, the City budgeted funding along with a private donation for this project.
The agreement is for the Design, Bidding and Construction Phase Services in the amount of $88,098.00. These services are part of the grant application and project budget. COUNCIL APPROVED
