MIAMI — The River Bottom Sportsmen and Mid-America Chapter of the Paralyzed Veterans of America are in the final days of preparation for The Great Deer Hunt which kicks off at 9 a.m. Thursday, Oct. 30, in downtown Miami.
The Great Deer Hunt, held annually in Miami, allows disabled American veterans an opportunity to enjoy a weekend of food, fun and fellowship, as well as the thrill of the hunt.
“This event has grown from a grass-roots effort into an annual labor of love for the 50-member volunteer staff of the River Bottom Sportsmen,” said Jack Dalrymple, president of the River Bottom Sportsmen and host for the weekend event. “We do this as a way to honor our veterans. This event symbolizes the values of our community and it is those values that make our community so special.”
The Great Deer Hunt runs Oct. 30 through Nov. 2 and is held on the Dalrymple farm on the western edge of Miami.
Volunteers with the River Bottom Sportsmen, with the assistance of the Miami Fire Department, secure the U.S. flag to the building located at 1 S. Main St. in Miami, Okla. The flag raising ceremony is the official kickoff for The Great Deer Hunt. This year’s ceremony will be held Thursday, Oct. 30, at the corner of Central and Main streets in Miami.
The annual flag raising ceremony has grown into the official opening of the hunt and will feature performances by the Commerce High School band, William Tarrant with the Seneca-Cayuga Tribe, the Quapaw Tribe Honor Guard and Krista Duhon, an invocation by Leroy Orr and the raising of the garrison-style U.S. flag on the five-story building at the corner of Central and Main streets in Miami.
“We only hang this flag in conjunction with this hunt,” Dalrymple said. “It covers the entire front of the building. It is an impressive sight and we hope everyone will come out and join us for the flag raising ceremony.
Dalrymple said the flag “seems to tug at the very foundation of our community. We watch people stop in the middle of Main Street just to take pictures, hug each other, give a thumbs up and walk away with a somewhat renewed base of what our community and our country is and should be all about.”
Six veterans will be participating in this year’s event, according to Dalrymple. While the flag raising ceremony that morning and a banquet sponsored by Buffalo Run Casino that night officially welcome the participants to Miami, hunt activities begin early Friday morning.
“Our volunteers can treat up to six disabled/paralyzed veterans like kings for three days,” Dalrymple said. “These veterans pay for nothing and want for nothing while they are here. To us, our guests represent freedom paid in full.”
This year’s participants include Rick O’Mara, Ferlin Widowski, Alexis Scott, William Smith and Bill Blalock, all of Oklahoma, and Vic Malson of Kansas.

ALAN DENNIS, a University of Oklahoma graduate student’s study, who has studied the effects of Grand Lake’s contribution to upstream flooding, was made public at the Governors Water Conference last week.
The study revealed that establishing a minimum lake level of 742.0 would only result in a .04′ change elevation at Miami and beyond. The next step prior to filing the planned rules curve amendment by the GRDA will be a peer review of the study conducted by the Corps of Engineers.
The South Grand Lake Chamber of Commerce will be having a pep rally to gain signatures for support of the rule curve this Friday at Cherokee Yacht club.

Perry makes plea for Grand Lakers to Unite on Rule Curve.
The south Grand Lake Chamber of Commerce held a “Pep Rally” friday at Cherokee yacht club, to promote the lakes efforts to amend the FERC (Federal Energy Regulatory Commission) rule on lake levels.
One of the speakers at yesterdays forum on the issue of FERC rule curve issue was a governor Fallin’s appointed to the Oklahoma Tourism Commission, Mr. Chuck Perry, owner of RE/Max Grand Laker Realtors. Perry, who was raised on Grand Lake, headed the GLA for several years, and chaired the Grand Lake Board of Realtors, has been outspoken on the subject.

A Fundraiser is being conducted by Second Chance Pet Rescue of Grand Lake and this flock of pink flamingos is gathering on properties to roost to raise money for the homeless animals in our area!

In case you didn’t know this, pink flamingos are very territorial, and unless they are placed on someone else’s lawn, they will roost on your property for a very long time. If you are “flocked”, removal of this flock of pink lawn flamingos should be attempted ONLY by trained professionals. Fortunately, our removal technicians are highly skilled.
Second Chance Pet Rescue of Grand Lake is working hard to raise funds for our animal shelter expansion and renovation project. We hope you enjoy this surprise flocking and appreciate the spirit and good will with which it was intended.

GRDA had $320 million in offerings, and received $1.8 billion in orders
GRDA’s efforts to strengthen the balance sheet over the past 3 years have paid off with an astounding response to their bond sale.

It was very well subscribed, with great retail requests and we are very pleased,” said GRDA CEO Dan Sullivan. The rates received for these bonds is at 3.65%, with the taxable rate at 3.49%. “This is a great deal for us, and we are very happy with how that came together. We are appreciative of CFO Carolyn Dougherty and her staff, along with our team of financial advisors, the JP Morgan team that led negotiations and Oklahoma State Bond Advisor Jim Joseph for all the work he has done. He has been very involved in the entire process.”

GRDA receives credit rating upgrades, new outlooks
Vinita – When the Grand River Dam Authority goes forward with its bond issue, totaling approximately $320 million next month, it will do so with improved credit ratings.
Last week, both Moody’s Investors Services and Standard & Poor’s Ratings Services issued upgrades and new outlooks on GRDA’s ratings. For GRDA, it is action that comes at a very important time, just before the issuance of new debt. Another rating agency, Fitch, also improved its outlook on GRDA bonds last week.
“This is great news for GRDA,” said Chief Executive Officer Dan Sullivan. “I think it reflects the hard work and important decisions on the part of our board, management and workforce but more importantly, it will benefit all our ratepayers.”
Higher credit ratings can equal lower interest rates, Sullivan added, and they will also enable GRDA to save money on natural gas hedging in the future.
“That is very important as we moved towards construction of the new GRDA Unit 3,” said Sullivan. Construction of that facility – a combined cycle natural gas generation plant – will be funded with proceeds from the October bond issue.
On Tuesday (September 16) Moody’s announced it was raising GRDA’s from A2 to A1, with a stable outlook. The agency based its findings on several key factors including GRDA’s improved financial outlook and low rates. According to Moody’s, GRDA’s electric rates consistently rank among the lowest in Oklahoma while also ranking in the lowest 20 percent nationwide.
On Wednesday (September 17), Standard & Poor’s raised its rating of GRDA to an “A+” from an “A.” In a news release issued by the agency, S&P Credit Analyst Judith Waite said the GRDA “upgrade mainly reflects our view of stronger debt service coverage due primarily to lower debt service.”
Earlier this year, S&P had revised GRDA’s outlook, based on the previous “A” rating, from stable to positive. However, this latest action is the first rating upgrade GRDA has received from the agency since it moved GRDA to the “A” in 2008. Both the S&P and Moody’s upgrades are historic and represent the highest credit ratings GRDA has ever received.
Following those upgrades, Fitch announced on Friday (September 19) that it was affirming the “A” rating it had given to GRDA in 2008. The agency is also moving GRDA’s outlook from “stable” to “positive”.
“All these agency announcements followed their very thorough reviews of GRDA operations and financial position,” said Sullivan. “We are very pleased with their assessments and look forward to the bond issue and the upcoming projects it will fund.”
While GRDA will use the majority of the proceeds from this bond issue to construct the new gas plant, other proceeds will be used to complete emissions control upgrades on Unit 2. That unit is one of two existing coal fired generators at the Grand River Energy Center (east of Chouteau).
Headquartered in Vinita, GRDA is Oklahoma’s state-owned electric utility; fully funded by revenues from electric and water sales instead of taxes. Directly or indirectly, GRDA’s low-cost, reliable electricity touches75 of 77 counties in the state. At no cost to taxpayers, GRDA also manages 70,000 surface acres of lakes in the state, including Grand Lake, Lake Hudson and the W.R. Holway Reservoir. Today, GRDA’s 500 employees continue to produce the same “power for progress” that has benefited the state for 75 years.
Jay Chicken Processing Plant to Close, Simmons takes care of its own.
It was unwelcome news that the key private employer in Jay would close it processing plant and layoff over 200 staff and employees. However, it looks as thought Simmons has structured the shut down, but taking care of their employees at Jay, America!
According to Gary Murphy, VP at Simmons, arrangements have been made for all the employees in Jay who stay in their jobs till Dec 25, to receive a $1500 severance pay, plus $100 for each year worked at the Jay facility. Many employees have worked at the Jay plant for years, and some will receive thousands of dollars in the transition.
In addition, all employees are eligible for work at Simmons Foods has operations in Jay, Southwest City, Mo.; Decatur, Ark.; Siloam Springs, Ark.; and Van Buren, Ark. Arrangements have been made to provide transportation to these remote facilities thru contracts with Pelivan.
The main reason for the Simmons plant closing in Jay, according to company insiders, is that the Jay Plant was performing a certain function in the poultry industry, killing and dressing old birds, primarily heavy hens and spent layers.
The plant has been successful in past years, because it handled not only Simmons birds, but also had production contracts with Tyson and others. Over the past five years, the contract demand for these poultry facilities has diminished.
In meeting in Jay to discuss this unfortunate event, sources tell the Business Journal, that General Manager of the Wal-Mart store indicated that Jay was excited about the Simmons offer for employees, and said, that for some time, Simmons has had our local staff at the jay plant on short hours, you could tell when the plant only worked 20 hours, by the paychecks cashed at our store. Although employees will now have to commute to replacement plants, the Jay economy may be better of by having all of our Jay workers receive a full weeks pay”
Officials at Simmons have also said that the Jay facility is a quality plant, and every effort will be made to find a buyer for the facility. Simmons purchased the plant years ago from Don O’Brian Poultry.
Jay Mayor Les Newkirk was asked about negative aspects to Jay’s city budget, and Newkirk indicated that it is hoped that with the reduction of needs for water and sewer, etc, the city hopefully could readjust its budget to survive the shortfall. “We will loose more than $1Million dollars in utility revenue which will have
Jay recently sold bonds for an expansion of their sewer/water plant, but sources say that jay will still be able to make the bond payments. Efforts are underway to find another manufacturer that could utilize the plant.
Soaring rates of Native American graduates rank NEO among top degree producers nationwide
Miami, Okla. – Tuesday, Nov. 4, 2014 – Officials at Northeastern Oklahoma A&M College (NEO) are thrilled to announce Diverse Issues in Higher Education published their annual rankings of colleges that graduate the greatest number of Native Americans nationwide and NEO’s rankings climbed in every degree program category. The American Indian Center for Excellence (AICE), implemented four years ago, continues to serve as a catalyst for that growth. NEO now ranks 2nd in conferring nursing degrees, 5th in granting psychology degrees and 6th in producing health-related degree completers. The number of Native Americans earning health related degrees increased by 25% from last year’s cohort. The college ranked higher in the social science, allied health, business and liberal arts categories, as well.
Fueling the growing number of graduates, Native Americans now comprise 23% of NEO’s total student population. Prior to AICE, enrollment figures ranged from 18-20 percent. According to president, Dr. Jeff Hale, “NEO’s vision is to be recognized as a national leader. The recent results published in Diverse Issues in Higher Education certainly indicate that the college should be viewed as a national leader in American Indian education. These results happen because of strong partnerships with our area tribes and hard work by our talented staff in the NEO American Indian Center for Excellence. We should celebrate today but tomorrow make our commitment to excellence even stronger.”
In reaction to the recently released rankings, Chief of the Peoria tribe and AICE advisory board member, John Froman, said “AICE is doing an exceptionally good job of preparing Native American students for transfer as well as grooming them for leadership positions in the Native community”.
Institutional survey data indicates that 92% of Native graduates believe NEO strongly supports American Indian students and promotes cultural awareness. One such graduate, Robynn Rulo, transferred to Oklahoma State University this year. According to Rulo, “AICE provided a nurturing and supportive environment which allowed me to practice and share my Osage culture and traditions at the college. Through AICE, I was afforded many opportunities to develop leadership skills.”

Dillard, from Bixby, Okla., is perhaps best remembered for her April 23, 1995, performance when she electrified 11,000 mourners and a national television audience with her “God Bless America” medley during the Oklahoma City memorial service for the victims of the Murrah Building bombing.
For the past 15 years, Dillard has circled the globe using her voice to spread a message of unity and hope. She regularly sings as a part of the Salute to Seniors & Veterans Tour and in 2009 was featured at the National VFW Convention Patriotic Rally in Phoenix, Ariz.

OKLAHOMA CITY– A group of 35 state legislators released an open letter Thursday voicing concerns about the possibility that many tax relief measures passed in Oklahoma over the past decade could be overturned, should the state Supreme Court rule that tax reductions must meet the guidelines of State Question 640.
Passed on a statewide ballot by voters in 1992 as an amendment to the Oklahoma Constitution, SQ 640 was intended to make it more difficult for the state Legislature to increase taxes. According to the provision, all proposals increasing state taxes must either be sent to a vote of the people or receive three-fourths approval in both houses of the Legislature. Such measures also cannot be approved in the final five days of the legislative session.

The new statute’s constitutionality has been challenged in a lawsuit, filed with the state Supreme Court, on the grounds that it did not meet the standards of SQ 640. The Court heard arguments on the suit last month.
The 35 lawmakers who endorsed the letter hail from all four quadrants of the state. The two legislators who carried SB 1246 in the Senate and House of Representatives, respectively – state Sen. Kyle Loveless, R-Oklahoma City, and state Rep. Leslie Osborn, R-Mustang – endorsed the letter.
In the letter, the lawmakers make the case that it was not the aim of Oklahoma voters in 1992 to make it more difficult for the Legislature to reduce taxes. Rather, the intent was to make it harder to increase taxes.
If the Court were to rule against SB 1246 on the grounds that tax relief measures must meet the standards of SQ 640, numerous previous tax reductions could be overturned, including: income tax reductions, estate tax repeal, increases in the standard deduction, gross production tax rate reductions, manufacturing exemptions, and tax relief for retirees, military veterans and disabled veterans.

An Open Letter to the Citizens of the State of Oklahoma,
The Oklahoma Supreme Court recently heard oral arguments in a lawsuit brought against Senate Bill 1246, which was passed by the Oklahoma Legislature and signed into law by Governor Mary Fallin in the 2014 legislative session.
That piece of legislation, now state law, was intended to reduce Oklahoma’s personal income tax rate if certain state tax collection targets are met. The lawsuit against the new statute is being aided by vocal opponents of income tax reductions.
According to those who filed the lawsuit, the new law violates provisions of State Question 640, originally approved by a majority of Oklahoma voters in 1992 with the goal of making it more difficult for state lawmakers to increase taxes paid by Oklahomans.
In 1992, state lawmakers’ ability to increase taxes and revenue needed to be restrained. The subsequent constitutional restraint requires that bills creating or increasing taxes, or making new revenue sources for the purpose of funding government, start in the state House of Representatives. Also, such bills cannot be passed in the final five days of the legislative session. As well, they must either be submitted to a vote of the people or receive three-fourths approval by both the state Senate and House of Representatives.
The lawsuit against the new tax reduction attempts to make the case that any bill related to taxes or revenue, whether it increases or decreases taxes paid by Oklahomans, is subject to the provisions of SQ 640. This interpretation violates the plain wording of the amendment and the intent of the voters.
Taxpaying Oklahomans should be alarmed by arguments made last month before the state Supreme Court justices regarding the intent of SQ 640. It was argued before the Court that, when the citizens voted in 1992 to make it more difficult for the state Legislature to increase their taxes, it was actually the intent of voters to make it more difficult to lower their taxes. Such an interpretation would mean SQ 640 applies to any bill dealing with revenue. This is a direct violation of the plain language of the statute in question and the clear intent of the voters. If a subsequent ruling by the Court reflects such rationale, this will have grave consequences on the ability of the Legislature in the future to provide relief to taxpayers.
If the state Supreme Court rules according to the lawsuit’s interpretation, there could be serious consequences. Minor or technical amendments to revenue-related statutes, bills lowering fees, and prior personal income tax cuts, business tax cuts, estate tax cuts, credits and deductions for seniors, and retiree and veteran tax relief could all be challenged and overturned.
It is even possible that dozens, if not hundreds, of past measures enacting tax relief or the expenditure of revenue could be immediately ruled null and void.
Such a ruling sets a precedent benefiting only those who want to undo such prior tax relief as the gross production tax compromise, also passed during the 2014 legislative session.
As well, any law passed in Oklahoma since 1992 that increased or decreased the amount of funds in the state Treasury could be immediately deemed unconstitutional if it failed to meet the standards of SQ 640. This could include state budget bills, which are routinely passed in the final days of session, jeopardizing funding for schools, public safety, transportation infrastructure and safety net services.
Tax-relief measures enacted in Oklahoma since SQ 640’s passage in 1992 that could potentially be ruled unconstitutional, should SB 1246 be struck down by the Court, would include:
Reductions of the state’s personal income tax rate from 6.65 percent down to 5.25 percent; passed in 2005 and 2006
Manufacturing exemption against the state’s corporate income tax for distributors; passed in 2005
Prohibition of taxation on intangible personal property; sent to the voters for approval in 2012
Setting of the state’s gross production tax rate at 2 percent for all new oil and natural gas wells drilled in the state, for the first three years of a well’s production; passed in 2014
Repeal of Oklahoma’s estate tax; passed in 2005
Tax relief for all disabled military veterans filing personal income tax returns in Oklahoma; passed in 2005
Tying of the state’s standard deduction for taxpaying families to match the federal standard deduction; passed in 2006
Tax relief for all private-sector retirees filing personal income tax returns in Oklahoma; passed in 2006
Tax relief for all military veterans filing personal income tax returns in Oklahoma; passed in 2006
Clearly, this was not the intent of Oklahoma voters when they approved SQ 640 in 1992. Such actions by the state Supreme Court would inflict unnecessary hardship on Oklahoma families, retirees, veterans, entrepreneurs and job-creators.
It is our sincere hope that the Oklahoma Supreme Court will use discretion and sound judgment and not rule in such fashion as to throw out two decades-worth of tax reductions for Oklahoma taxpayers. It is truly bizarre to imagine that Oklahoma voters desired in 1992 to make it more difficult than it had previously been for state lawmakers to take less of their money.
Since 1992, Oklahomans have benefited from numerous state-level tax reductions and suffered few state-level tax increases. LENDONWOOD GARDENS HOSTS ANGEL OF HOPE CANDLELIGHT CEREMONY DECEMBER 6 AT 7 PM
The 11th annual Angel of Hope candlelight ceremony to commemorate lost loved ones will be held Saturday, December 6, at 7 p.m. at Lendonwood Gardens. Community members are invited to join in the ceremony, which will be held at the base of the Angel of Hope statue, located on the botanical garden’s western edge.
The Angel of Hope statue was placed in Lendonwood as part of a national movement to remember lost loved ones, especially children. The movement was inspired by the 1993 best-selling novel, “The Christmas Box,” by Richard Paul Evans. As of this year, more than 100 Angel of Hope statues have been erected in the U.S. and Canada, each with an annual commemoration ceremony on December 6.
Image may be NSFW. Clik here to view. At Lendonwood, the ceremony will include music, reading of the statue’s history, and an offering of prayers. White flowers, donated by Annie’s Garden Gate of Grove, will be provided for participants to place at the base of the statue. In addition, attendees will carry lighted candles as they walk to the statue.
Board member Jim Reynolds will introduce the program, beginning with a prayer led by the Rev. Robert Carter of Trinity Baptist Church in Grove. A history of the Angel of Hope statue will be presented by Mardee Dodge, secretary of the Lendonwood Board of Directors. Patti Beth Anderson will offer a special musical piece. Light refreshments will be provided by Lendonwood and Grand Wood Assisted Living of Grove.
Memorial bricks inscribed with personalized messages are installed around the base of the Angel of Hope statue. The inscribed bricks, which are available for $100 each, may be ordered by contacting Lendonwood at 918-786-2938.
Lendonwood, one of 14 botanical gardens in Oklahoma, is a nonprofit organization funded and supported by donations and volunteers. The garden is open to the public year-round from dawn to dusk.
