If you missed Jana Jae’s performance with the Bartlesville Symphony March 7, plan on attending March 14 as the Oklahoma Music Hall of Fame will shine its spotlight on Bristow to welcome its latest inductees in March.

The hall will honor Grand Lake’s own Jana Jae, Tom Paxton, Tom Skinner, Otto Gray and his Oklahoma Cowboys, the Apache Tribe of Oklahoma, and Sherman Halsey. Jana Jae is a well known community activist, international touring artist and founder of Grand Lake Festivals, Inc.

A V.I.P. reception will kick off the March 14 event at 5:30 in the showroom of the Bolin Ford. V.I.P. tickets are $125 and will include hors d’oeuvres and a cash bar.

The induction ceremony is set for 8 p.m. March 14 at the Freeland Center for the Performing Arts in Bristow. Tickets are $30 and can be purchased online at www.protix.com, www.freelandcenter.org and at all Reasor’s locations.

Founders’ Day celebration planned: NEO to honor Osborn family

Miami, Oklahoma – The 2014/15 academic year at Northeastern Oklahoma A&M College, (NEO) marks the institution’s 96th anniversary. The college has planned a dedication ceremony of the NEO Lab Sciences building in honor of Willie and Jane Osborn. In addition, NEO will announce the sixth annual James Mabon Award winner. The event is scheduled to begin at 2 p.m. Friday, March 27 in the lab sciences courtyard.

The Founders’ Day celebration will begin at 2 p.m. with a program featuring Dr. Jeff Hale, NEO president, Dean Kruithof, Miami’s City Manager and a tribute to the Osborn family, as well as the release of the second volume of the History of NEO A&M College. The event will wrap up with the announcement of the 2015 James Mabon Award winner and end with the dedication of the NEO’s lab sciences in honor of the Osborn family.

Willie and Jane Osborn have been lifetime supporters of NEO. Graduates of Miami High School, they married in 1956 after graduating from college. Willie graduated cum laude from the University of Kansas City School of Pharmacy and returned to Miami in 1958 to work at Wiley Rexall Drug. Jane attended NEO where she discovered a love of vocal music performance. She then graduated cum laude from the University of Tulsa with a degree in psychology.

In 1971, the couple founded Osborn Drugs, Inc., which now includes affiliated locations in Oklahoma, Kansas, Missouri, and Arkansas. In true partnership, Willie and Jane developed a thriving business, participated in church and community activities and raised five children. For more than five decades, Willie served the Miami, Oklahoma community as a dedicated pharmacist. Throughout his career, Willie was honored with numerous statewide and national professional awards.

Jane’s grandfather, Representative James S. Mabon, who was instrumental in the founding of the Miami School of Mines (later NEO A&M College), inspired a lifetime of community service in his granddaughter. Together Willie and Jane were instrumental in the twenty-year restoration of Miami’s Historic Coleman Theatre Beautiful. Jane was named the 1999 Woman of Distinction by the Ozark Area Girl Scout Council, and NEO’s Outstanding Alumnus in 1996.

In 2009, the Osborns were honored with the prestigious Award of Merit for their dedication to NEO A&M College. For years, Willie served on the NEO Foundation Board of Trustees, the President’s Advisory Council, and was inducted as a contributor to the NEO Athletic Hall of Fame in 2014. Willie and Jane were loyal supporters of the NEO Foundation’s annual fundraiser. In addition they provided scholarship funding to the men’s basketball program, and established two scholarships: the JoAn Taylor Scholarship for women in business and the Sam Wynn Scholarship for construction management. The Osborn family continues to believe that education for all is the hope for the future.

“Willie and Jane have been great advocates of education and lifetime supporters of the students, faculty and staff at NEO,” said Jennifer Hessee, executive director of the NEO Development Foundation. “Through their work with Osborn Drugs, the couple dedicated their life to a profession that serves others. It’s a very fitting tribute to name NEO’s Lab Sciences building in their honor.”

During the celebration the winner of the sixth annual James Mabon Founders’ Day Award will be announced, where NEO faculty, staff and students were invited to submit a proposal for a project to continue Mabon’s commitment to building and improving NEO. Last year’s James Mabon Award winner, Rob Rea’s proposal for the construction management program, received $2,000. He used the funding to purchase concrete molds for NEO’s new construction management degree program. Crossland Construction graciously agreed to partner in this project. The class has already completed three molds. The program promised to give back to NEO’s campus through beautification projects.

In honor of Mabon’s pioneering efforts and visionary spirit, NEO named this award in his honor.

“Willie, Jane and the entire Osborn family exemplify what it means to be supporters of NEO A&M College.” Hale said. “They have generously given of their time, energy and financial resources to support our athletic teams, academic programs and the Development Foundation. Their contributions have deeply impacted the college and will continue to do so for years to come.”

March is the time of year for frenzied college basketball fans to go crazy trying to keep up with who is in and who is out of the tournament. In honor of the madness of college basketball, Second Chance Pet Rescue of Grand Lake is encouraging some “double dribbling” – adopt two cats. During the month of March, you can adopt two adult cats for one low adoption fee of only $10. Any two kittens younger than 6 months can be adopted for $25. All of our shelter cats are spayed or neutered, vet wellness checked and vaccinated. Where else could you possibly find two furry bundles of love for this amazing adoption special price?

Volunteers of all ages and abilities are invited to help “Wake Up the Garden” during Lendonwood Gardens’ spring workday on Saturday, March 28. At this annual event, the botanical garden in Grove gets spruced up for the spring and summer tourist season.

Last fall’s workday drew 70 volunteers, including members of Grove Rotary, Lendonwood volunteers, and others in the community who just wanted to help out.

“It’s all about working together to benefit a beautiful asset in our community,” said Jim Reynolds, workday coordinator. “No green thumb is required, just a desire to lend a helping hand. We always have a lot of fun at the same time.”

Lendonwood remains a leading tourist attraction on Grand Lake, with eight acres of woodland gardens featuring azaleas, rhododendrons, Japanese maples, daylilies, hostas, dogwoods and more. A new highlight is the Oklahoma Garden, which displays many plants that thrive in the state’s climate. In addition, visitors enjoy the Japanese Pavilion overlooking a koi pond.

Reynolds said the workday offers a wide variety of activities for workers. Work groups are organized to take on specific projects in the garden. Projects will include weeding flower-beds, spreading mulch, planting new plants and trimming ornamental grasses.

In additions, volunteers will help remove the leaf net from the stream, apply sealant to benches, pick up tree limbs and improve walkways, among other tasks.

“We really appreciate the volunteers who come out and help us, including the Rotarians who show up year after year,” Reynolds said. “We could not exist without this help.”

Volunteers are asked to gather at 8:30 a.m. for coffee and donuts by the barn at the back of the garden. Supplies for the various projects will be available on site, although volunteers should bring their gloves and wear comfortable work clothes. Lunch will be provided by Steve Duff of Arvest Bank in Grove. The workday generally wraps up at about 2 p.m.

In case of inclement weather, “Wake Up the Gardens” will be held on Saturday, April 4.

 Senate Minutes by Senator Charles Wyrick

wyrickWe expect a lot from the agencies funded by public dollars.  We want our schools to educate every student they enroll and ensure they master all the subjects required of them and that that graduate with the skills they’ll need for college, career and technical schools, or the work force.

            We expect our colleges and CareerTechs to generate even more graduates, especially in science, math and medicine, to help us attract more high-paying jobs to our state, all while keeping tuition and fees down.

            We expect law enforcement at every level to keep us safe by getting the bad guys off the street.  We expect Corrections to keep them locked up away from us for the longest time possible, but if they are released, we want to be assured they’re no longer a threat to the rest of society.

            We know Oklahoma is close to dead last in this country in most public health rankings. Among the worst when it comes to diseases like diabetes, heart attacks, cancer and more—we expect our state and local health departments to help change that.  We expect our state and local mental health and substance abuse services to help turn around the statistics on mental illness and drug and substance abuse that further drag our state down.

            All of these entities have made the case for additional funding in order to fulfill the responsibilities and services they are supposed to provide to the citizens of this state.  But because of the $611 million shortfall in the coming budget year, these agencies are being told to get ready for budget cuts.

            Part of the shortfall is the result of low oil prices.  But much of it is due to poor budgeting practices, including huge tax breaks for special interests, and earmarks for specific state entities that have increasingly reduced the amount of funds available for lawmakers to appropriate to all other state agencies.

The tax incentives, for the most part, are supposed to create jobs.  The earmarks are intended to give a stable source to much needed projects and programs.  Those are both good things—but there are times when you need to have greater flexibility in prioritizing funding decisions.  Basically the current structure ties our hands, and no one seems willing to make any changes that would free up funds in the short-term.

On top of that, another income tax cut was approved last session that is going to remove $57 million in state dollars that could have gone to public safety, education, and other essential services.  That amount will increase to $147 million the next year then to $200 million the year after that.  And during that time, the average Oklahoman will only wind up with about $30 more a year—just a few pennies a day.

Last week we had the Department of Corrections come testify how they would be impacted by budget cuts.  They already don’t have enough guards for all the inmates they house, and that situation is only getting worse.  But they were told to get ready for a budget cut.

This week, our colleges and universities are being told the same thing.  Get ready for budget cuts.  The same message is being given to our public schools, our health and mental health departments, and on down the line.

I would have preferred to see us adopt better budgeting practices and avoid any additional tax cuts until we had enough guards in our prisons and our schools could fill empty teaching slots.  It’s too late for that this year, but maybe after all this, more people inside and outside the Capitol will realize that we need to make some major changes in the way we approach the budget.  Otherwise instead of raising the bar for our state in education, public safety and health, we’d better be prepared for the opposite.

Soft On Crime or Smart on Crime? by OK State Represenative Doug Cox, MD

There was a bill in the Legislature recently to legalize carrying switchblade knives. I voted against the measure. To be honest with you, I just went with my gut feeling on this one. I think it may have something to do with years of sewing people up. Regardless, the bill passed and is now in the Senate.

Doug Cox5   A bill to require a fourth year of mathematics for Oklahoma students had my support. I debated that mathematics teaches deductive reasoning. Brain scans show that learning math is one of the strongest stimulants for developing the frontal lobe of the brain, which is responsible to a large degree for ability to reason. While very few kids need math to become engineers, they can all benefit from learning the deductive reasoning that math teaches, along with better frontal lobe brain development. The bill failed and is dead for this session.

   So, I was 0-2 that morning, debating for a bill that lost, and against a bill that passed. Some days are like that.

   I am teaming up with state Sen. Wayne Shaw in his desire to address prison reform. I am honored to be the House author of his Senate legislation. We are working on two issues: The first is to create a privately operated facility to house aging prisoners that, through a disease process or natural aging, have grown so infirm that they are a minimal danger to society and basically have a remaining life expectancy of two years or less. We think that a “nursing home for aging prisoners” could save the state up to $6 million annually in housing these folks. I would rather spend this money on education rather than prisons.

   The second idea is to help motivate prisoners to develop behaviors and habits that will decrease their time served. These behaviors, as well as classes taken, should improve their chances of staying out of prison once they are paroled or completed their sentence.

   These two bills will hopefully make their way out of the Senate and over to the House. Any prison bills like these face an uphill battle because legislators fear being labeled as “soft on crime.” Sen. Shaw and I feel these bills are “smart on crime,” not “soft on crime.”

South Grand Lake Chamber Meeting To Feature Tourism And Internet Marketing

The regularly scheduled meeting for the South Grand Lake Area Chamber of Commerce is scheduled for Thursday, March 19th, at the GRDA Eco-Systems Building in Langley. The meeting will feature an optional lunch catered by the historic Clanton’s Cafe in Vinita. The meeting will get underway at 11:30am in the Grand Hall on the lower level.

Jennifer KalkmanThe guest speaker for the organization’s third meeting of 2015 will be a combination of Nancy Phillips from the Green Country Marketing Association and Jennifer Kalkman with Digital Generator, LLC. Their field of expertise is in the field of tourism and the impact of the internet in driving visitors to places just like Grand Lake.

Philips career in tourism has spanned almost 4 decades.  Beginning with a Tulsa motor coach company as a tour operator, then transitioning into chamber life, where she spent 25 years at the Tulsa Convention and Visitors Bureau as Director of Visitor Development.  More recently Nancy continues the promotion of northeast Oklahoma, as the Marketing Director for Green Country Marketing Association. Kalkman brings 25 yearsofexperience in marketing and analysis in the fields of banking and tourism, including 13 plus years with the Oklahoma Department of Tourism & Recreation. When Jennifer took over management of TravelOK.com, thesite ranked #26 among state tourism websites – when she left OTRD, the site had achieved the #1 ranking during several months growing traffic to over 1million users per month during peak season. During 2014,TravelOK.com attracted more than 6.5 million users.

TravelOK.com gained a reputation for leading edge digital marketing and was profiled by Google in their Annual Economic Impact Report for 2012and a 2014 Think Google case study covering the successful 2013 digitalmarketing campaign.

Jennifer founded her own digital marketing company in November and the Green Country digital marketing co­ op is the cornerstone of her new business. While Digital Generator focuses primarily on serving tourismorganizations, the company is also handling non-tourism clients including a restaurant chain in Dallas.

The meeting will also feature a post Welcome Back Weekend report from executive director Rusty Fleming. Event planner Jaime Dobbins will be on hand to bring the membership up-to-date on plans for the next major chamber event, the Bootlegger’s Ball scheduled for April 11th.

Legislature Completes First Third of Session

The Legislature has passed a major deadline, completing the first third of the legislative session. During this time, the House works on bills proposed by House members.  During the second third, the House works on bills by Senate members, and during last third, we work on compromising the differences between the House and Senate proposals.

Doug Cox5   Recently, I voted for a measure that directs criminals convicted of a felony or a violent misdemeanor to have a sample of their DNA placed in the Combined DNA Information System (CODIS). I felt this would help us catch these miscreants should they commit further crimes after they are paroled. This system can sometimes also help those who have been falsely accused of committing a crime.

   A measure that would allow law enforcement to ticket you if you are operating your vehicle in a reckless manner due to texting also received my vote.

   We also modified “Oklahoma’s Promise,” the program that pays for college tuition for children of families making less than $50,000 and whose students sign up for the program, make good grades and do not get into any trouble with drugs or authorities. We extended the sign-up period through 11th grade. Once they get to college, they will be required to take 30 credit hours each year, which would put them on track to complete their degree in a timely manner. I felt that was a reasonable request in exchange for the taxpayer paying their tuition.

   I enjoyed visiting with the Mayes County Leadership Class when they visited the Capitol. I invite each of you to visit your state Capitol in Oklahoma City. All of our committee meetings and the debates and votes on the House and Senate floors are open to the public. In addition, there is a lot of history and artwork in our Capitol. No matter how busy we are, your legislators will take a few minutes to visit with you, and as time allows, show you around the Capitol. In addition, there are volunteer tour guides.

Where did the money go? by Senate Minutes by Senator Charles Wyrick

Last Thursday marked the deadline for the third reading of all bills in their house of origin. The Senate worked long days and late nights to ensure legislation was heard and voted on before the deadline.

wyrick smallOne of the primary areas of focus this session has been the budget. Last month, after reviewing the data assembled by state economists and examining tax revenue collections, the State Board of Equalization announced its final budget certification. In December, lawmakers were told to expect roughly $300 million less than the current budget year. At the time, this initial cut wasn’t attributed heavily to the downturn in oil prices, but instead due to practices like earmarking funds off the top of collections for specific purposes or increasing the number of dollars taken off the top for special interest tax breaks and incentives. While these tactics can certainly generate a revenue stream for the designated agency or fund, it gives legislators less flexibility in times of economy downturn.

When the Equalization Board certified the final revenue figures last month, it did account for the dramatic impact of decreasing oil prices at that time. As a result, the original $300 million shortfall has now more than doubled to a projected $611 million. It’s also important to remember that because the level of revenue collections was high enough for the EQ Board’s December review, the latest income tax cut will kick in for 2016, which will cut into revenues even more.

Oklahoma is losing teachers to other states because of low pay. While some state workers got small raises last year, many more have gone several years without any cost of living adjustment at all. Our prisons are over capacity, but staffing levels are hovering at 70 percent or less because the Department of Corrections doesn’t have the funding necessary to hire more guards and additional support staff. Simply put, we are already stretched for funds this year, and yet we have to find a way to cut even further to compensate for a $611 million budget hole.

This situation is due to poor budgeting practices and snowballing effects of these habits over recent years. It’s been pointed out that since 2009, state tax collections have increased by $700 million, but that has only resulted in an additional $100 million that was available to be directed to state agencies and services. In 2007 we appropriated 55 percent of tax revenues, and now we’re down to 47 percent. If the situation remains the same, we will continue to see that amount shrink even more in the future.

Our focus should remain on the budget so we can do a better job of managing public resources on behalf of our citizens. Working towards a viable solution means everyone must be completely honest about the practices that brought us to this point in state government and commit to reforms that will allow us to address the way appropriations are allocated and spent.

integrisIllness and injury don’t always occur during traditional business hours and even if they do, sometimes a person just feels so lousy they don’t want to leave their house to go to the doctor. That’s why INTEGRIS is proud to introduce INTEGRIS Virtual Visits as an alternative care option.

The service is available 24 hours a day, seven days a week. Here’s how it works… the potential patient uses their phone, tablet or computer to access the service. They can either call 844-636-7877 to enroll or log-on to IntegrisVirtualVisit.com.

Once they have enrolled and answered a few questions, they will then be connected to an actual medical professional for a one-on-one consultation. Using telemedicine technology, the caregiver will be able to physically see the patient.

“There will always be the need for in-person clinic visits, but this is a new and modern access point for patients to receive care,” said Bruce Lawrence, president and chief executive officer of INTEGRIS Health. “It’s about providing the right services at the right time in the right setting. This is just another tool for us to make health care more convenient and more affordable.”

There is no appointment necessary, the entire process takes about thirty minutes or less and prescriptions can be given if needed. An INTEGRIS Virtual Visit costs $39 and may be reimbursable through your health insurance plan. Please check with your insurance administrator to verify benefits.

The service is ideal for minor complaints such as bladder infections, sinus infections, rashes, pink eye, even the cold and flu. Patients with more serious issues will be referred to an INTEGRIS urgent care center or emergency room.

INTEGRIS Virtual Visits are the result of a partnership with Carena, Inc. a leader in helping health systems deliver new ways for patients to access health care. “We are pleased to partner with INTEGRIS to offer a new 24/7 option for receiving care,” said Ralph Derrickson, president and chief executive officer of Carena, “And at $39 per visit, it is a convenient and affordable option for the busy person looking for guidance and peace of mind.”

NEO to host Open House Enrollment in April

Miami, Oklahoma – The recruitment office at Northeastern Oklahoma A&M College (NEO) is preparing for a week-long session of Open House Enrollment, which will take place April 13, 14, 15, 16, and 17, 2015 from 8:30 a.m. – 4 p.m. in the Calcagno Family Ballroom inside the student union.

All high school seniors need to bring their seven-semester high school transcript, concurrent transcript (any college courses), and ACT scores. All other students must bring complete high school and/or college transcripts and ACT scores. Financial aid counselors and class advisors will be available to help with any questions and needs.
There will be a residual ACT test offered April 14 and 15 at 8:30 a.m. Students who need to take the ACT test may show up on either of these days but must have paid the $47.50 fee for the test and be in the Calcagno Family Ballroom located inside the student union by 8:15 a.m. to begin on time. Students may pay this fee by visiting NEO’s Business Office inside the Library/Administration Building.
“This is the easiest way to get enrolled for classes,” said Scott Donaldson, director of student recruitment. “Students simply bring their transcripts and ACT scores with them, and we assist them in completing all their paperwork. Plus, before they leave they get their class schedule. By signing up to attend Open Enrollment students have better class selection.”

Grove’s 2015 Summer Music Festival Series presented by Grand Lake Festivals, Inc. begins June 11, 12 & 13 with the American Heritage Music Festival at the Grove Civic Center and Snider’s Camp. What an impressive showing at the rock-crawling event in Disney below Pensacola Dam recently! Not only were there more than 700 4-wheelers, but also an estimated 10,000 spectators. This is something that has been silently growing during the past few years. Another example of a local event that I like to call a “silent economic engine” for our area. What a great example of government and the private sector working together. The GRDA – a state agency – working with private participants and allowing appropriate and responsible use of the  riverbed. This is a family event that brought in people from many states. One participant told me, “there is no place else in the world like this; this is fantastic.”

 Doug Cox5  Speaking of tourism, there is a growing movement at the Capitol to combine the Commerce Department and the Department of Tourism into one agency. Like most people, I am resistant to change; however, this idea may have some merit. Tourism, while being our states third largest “business” – behind energy and agriculture – seldom gets the state appropriation needed to do the best job possible. Combining the two agencies could result in some economy of scale and additional dollars to promote tourism and attract events to our state. Chuck Perry, our Northeast Oklahoma Tourism Commissioner from Grand Lake, has done a great job representing the needs of our area. Having Commissioner input is something that should be preserved with a combining of the agencies, should such a consolidation take place. I have no doubt that more of our local state parks, museums and attractions would be turned over to local cities, towns, communities or other state agencies to manage.

   Well, if it’s spring in Oklahoma, it’s tornado season. Last week, when yet another tornado struck Moore, I had the opportunity to go to the City of Moore’s emergency command center. I saw a command center like no other I have seen before. No doubt built with an influx of federal dollars following the devastating storms of two years ago. It worked flawlessly.

   I am often asked what legislators due to pass the time in the evenings when we are in Oklahoma City. For the next six weeks, I will be attending the Citizens Academy training program at the Oklahoma State Bureau of Narcotics and Dangerous Drugs. A couple of years ago, I participated in a similar course at the Oklahoma State Bureau of Investigation. The programs are interesting and informative, and they give me a sense of appreciation for what that group of law enforcement officers do.

   Personally, while I occasionally attend an evening reception if someone from our area is going to be there, I seldom go out to eat. Evenings are spent reading bills, catching up on emails and frequently going to the gym. To be a good legislator requires a lot of reading, and I am pleased to report that I have mastered the art of reading bills while walking on the treadmill!
